Title: Pension of 85,000won is not a pension at all.
1. Çѱ¹Àº ±Þ°ÝÇÑ °í·ÉÈ¿Í ±×¸®°í ÇÙ°¡Á·À¸·Î ºÎ¸ðºÎ¾çÀǹ«°¡ Èñ¹ÚÇØÁö¸é¼ 65 ¼¼ ÀÌ»ó ³ëÀÎ Áß¿¡´Â ºÎºÎ´Üµ¶°¡±¸ , µ¶°Å³ëÀÎÀÇ ¼ö°¡ Áõ°¡ÇÏ°í ÀÖ½À´Ï´Ù .
À̵éÀº ³ëÈÄÁغñ°¡ ¹ÌºñÇÏ¿© 60 ¼¼ ÀÌ»óÀÇ 40.1% °¡ ÀÚ³à ¶Ç´Â Ä£Ã´Áö¿øÀ¸·Î »ýÈ°ºñ³ª ¿ëµ·À» ¸¶·ÃÇÏ°í ÀÖ´Â °ÍÀ¸·Î Á¶»çµÇ¾úÀ¸¸ç ( 2004 ³â °í·ÉÀÚÅë°è ), °³ÀÎ ¼ÒµæÀÌ ºó°ï¼±ÀÌÇÏÀÎ 40 ¸¸¿ø ¹Ì¸¸ÀÎ °æ¿ì°¡ 65.3% ¿¡ ´ÞÇÏ°í ÀÖ´Â ½ÇÁ¤ ÀÔ´Ï´Ù . ( Åë°èÀÚ·á ÂüÁ¶ , º¸°Çº¹ÁöºÎ 2004 ³âµµ Àü±¹ ³ëÀλýÈ°½ÇÅ ¹× º¹Áö¿å±¸Á¶»ç ).
1. With number of senior citizens rapidly increasing, and nuclear families on the rise, children supporting their elderly parents are becoming rare. Of senior citizens above 65 years old, the number of childless elderly couples and seniors living alone are increasing. According to statistics from 2004 census conducted on senior citizens, more than 40.1% of seniors above 60 depend on their children or relatives for maintaining their living, and 65.3% earn 400,000Won per month, which is below the poverty line.(Please refer to the statistics prepared by the Department of Welfare on Living status of senior citizens and Demand for Assistance in 2004.)
Çѱ¹Á¤ºÎ´Â ÀÌ·¯ÇÑ ´ëÃ¥À¸·Î Àú¼Òµæ , Ãë¾à°èÃþÀÇ ³ëÀÎÀ» ´ë»óÀ¸·Î ±âÃÊ»ýÈ°¼ö±ÞÀÚ¸¦ ¼±Á¤ ( ¾à 5%) ÃÖÀú»ý°èºñ¸¦ Áö¿øÇÏ°í ÀÖÀ¸³ª ±âÃʼö±Þ´ë»óÀÚ ¼±Á¤¿¡ Á÷°è 1 ÃÌ À̳»¿¡ ºÎ¾ç°¡Á·ÀÌ ÀÖÀ¸¸é ¼ö±ÞÁ¦¿Ü´ë»óÀÔ´Ï´Ù . ¶ÇÇÑ 65 ¼¼ ÀÌ»ó Áß Àç»êÀÌ 9,800 ¸¸¿ø ÀÌÇÏÀÎ ³ëÀεéÀ» ´ë»óÀ¸·Î 1 Àδç 85,000 ¿øÀÇ °æ·Î¿¬±ÝÀ» Áö±ÞÇÏ°í ÀÖ½À´Ï´Ù . ±×·¯³ª ±âÃÊ»ýÈ°¼ö±Þ°ú °æ·Î¿¬±ÝÀº ¿¬±ÝÀ̶ó°í Çϱ⿡´Â ³Ê¹« ÀûÀº ¾×¼ö·Î ±¹°¡°¡ Áû¾îÁ®¾ßÇÒ »çȸ±¸¼º¿øÀÇ Àΰ£Àû »îÀ» ȸÇÇÇϴ ó»çÀÔ´Ï´Ù . ¶ÇÇÑ ±âÃÊ»ýÈ°¼ö±ÞÀÇ ¾ö°ÝÇÑ Á¦ÇÑÀº ÀÚ½ÄÀÇ ºÎ¾çÀǹ«¸¸À» °Á¶ÇÑ °ÍÀ¸·Î ¸¹Àº ¼öÀÇ ³ë³âÃþÀ» ¾Æ¹«·± »ý°è ´ëÃ¥ÀÌ ¾ø´Â »ç°¢Áö´ë¿¡ ¸ô°í ÀÖ½À´Ï´Ù .
The Korean government selects recipients for minimum living standard aid from low income and vulnerable senior citizens(about 5%of all senior citizens). However, any senior citizens who have first degree of kinship, such as a son or a daughter, are precluded from the selection. Senior citizens above 65 years old and having assets below 98,000,000 won are given pension of 85,000Won per person a month. However, the minimum living standard aid and the pension are too low a sum to be called pensions and fall far short of meeting living costs of the senior citizens. The strict limitations on recipients of the minimum living standard aid only emphasis providing support by the family members and puts majority of the senior citizens without any assistance for their livelihood.
2. µû¶ó¼ ³ë³âÃþÀÇ ÀÌ·¯ÇÑ ºÒ¾ÈÀüÇÑ »çȸ¾ÈÁ¤¸ÁÀº UN ÀÇ »çȸ±Ç 9 Á¶ ¹× 11 Á¶ À§¹ÝÀ¸·Î ¸ðµç ±¹¹ÎÀÌ ´©·Á¾ßÇÒ Àû´çÇÑ »ýÈ°¼öÁØ¿¡ À§¹èµÇ´Â »çÇ×ÀÔ´Ï´Ù . µû¶ó¼ ³ë³âÃþ Áß Â÷»óÀ§ °èÃþ±îÁö¶óµµ ±âÃÊ»ý°è°¡ °¡´ÉÇÑ ÃÖÀú»ý°èºñ¸¦ ¿¬±ÝÀ¸·Î Áö¿øÇÏ´Â °ÍÀÌ ¸¶¶¥Çϸç , Çѱ¹Á¤ºÎ´Â ÀÌ·¯ÇÑ ³ë·ÂÀ» °¡¼ÓÈÇؾßÇÑ´Ù°í »ý°¢µË´Ï´Ù .
2. The above government policies are in direct violation of the article 9 and clause 11th of the UN bill of social rights. The Korean government should provide a pension to every senior citizens regardless of their social background.
3. UN ÀÇ »çȸ±Ç¿¡ ÀÔ°¢ÇÏ¿© À§¿Í °°Àº Çѱ¹ Á¤ºÎ Á¤Ã¥¿¡ ´ëÇØ UN ÀÇ ±Ç°í°¡ ÀÖ¾î¾ß µÈ´Ù°í »ý°¢µË´Ï´Ù .
3. Therefore, based on the bill of social rights of UN, the UN should issue a warning to the Korean government's policies on the senior citizens.

1. A job is in which a worker puts in a labor for a purpose, and the job should pay a salary that matches the labor put into the job. The salary should be of an amount that will enable the worker to maintain a living. This is stipulated in the article 6 of the UN bill of social rights. Although the Korean government is currently working to create over 130,000 jobs for senior citizens over 60 years old, the jobs will pay only 200,000 won per month. What's more, these jobs will be terminated after 7 months, failing to guarantee job security or sustainability. However, the Korean government is including these jobs in various census as the government's endeavors to create jobs for the senior citizens when in fact the jobs pay 200,000 won, which is far below the minimum cost of living in Korea .
³ªÀÌÆí°ß°ú ±âŸ »çȸÀû ¿µÇâÀ¸·Î °¥ °÷ ¾ø´Â ³ë³âÃþÀº ±×°ÍÀÌ¶óµµ Çϱâ À§ÇØ ÁÙÀ» ¼°í ÀÖ½À´Ï´Ù . ±×·¯³ª ÀÏÀÚ¸®¶ó¸é ÃÖÀú»ý°èºñ¿¡ ÁØÇÏ´Â ±Þ¿©¸¦ Áö±ÞÇؾßÇϸç , À̸¦ ÅëÇØ ³ë³âÃþÀÇ ÀÚÁ¸°¨À» ȸº¹Çϵµ·Ï ÇؾßÇÒ °ÍÀÔ´Ï´Ù .
Senior citizens who are subjected to prejudice by age and other social factors, have no choice but to line up for even these low paying jobs. The jobs should at least pay a salary that can cover the minimum cost of living, which could restore self reliance on the senior citizens.
µû¶ó¼ UN ÀÇ »çȸ±Ç¿¡ ÀÔ°¢ÇÏ¿© À§¿Í °°Àº Çѱ¹ Á¤ºÎ Á¤Ã¥¿¡ ´ëÇØ UN ÀÇ ±Ç°í°¡ ÀÖ¾î¾ß µÈ´Ù°í »ý°¢µË´Ï´Ù .
Therefore, based on the bill of social rights of UN, UN should issue a statement on the policy of the Korean government regarding the job creation for the senior citizens.
