세계 노인의 날에 보내는 UN사무총장 메세지

세계 노인의 날을 맞이해서 UN 사무총장 카피 아난 메세지 전문을 실는다.
10월 1일은 "세계 노인의 날"이며 한국은 10월 2일을 "노인의 날"로 경축하고 있다.
2004년 올해 한국 "노인의 날"은 추석 연휴에 가려져 예년과 다르게 세상의 관심을 잊지든한 조용한 날이 되었다. 언론은 통상적인 고령화 사회에 대한 걱정과 우려를 어제오늘 보도하고 있지만 이것은 며칠만 지나면 잊게될 아주 단편적인 나이든 사람들만의 문제로 잊혀져 갈 것이다.

10월 1일 세계 노인의 날(International DAY of Older persons)을 맞이해 Kofi Annan UN 사무총장은 기념 메세지를 보내왔다.

올해 세계 노인의 날 주제"세대속의 노년"은 각지역 사회와 가족간의 노년의 중요한 역할을 재인식케 한다.

이제 10주년을 맞는 "국제 가족의 해"에 있어서 "세대속의 노년"은 현존하는 인류의 각세대중 제일 많은 계층의 청소년들이자 2050년의 노인들이 될 계층을 재인식케 해준다. 이제 그들은 역사상 제일 많은 노년층으로 자리잡게 된다.

그렇지만 많은 지역에서 청소년과 나이든 사람들은 사회 참여에서 제외되고 있으며, 이들이 공헌하는 엄청난 사회발전에 대한 일들을 아주 쉽게 잊어버리고 있다.

"나이든 사람"들은 추하고 약하며 도움이 필요한 것으로 묘사되는 낡은 고정관념의 희생자이다. 우리가 우리 사회에서 흔히 보고 넘기는 것은 "나이든 사람들"이 도움을 받기는 커녕 오히려 성장한 자녀들이 일터로 나갔을때 그들의 "손자,손녀"를 돌보는 역할을 하고 있다는 것이다.

지구상의 많은 개발도상국에서는 이런 임시적인 나이든 사람들의 역할이 영구적인 일로 변하고 있는 딱한 현실이다. 즉, 그 이유는 일자리를 찾아 떠난 그들의 성장 자녀 세대들 또는 에이즈를 비롯한 각종 질병으로 세상을 떠난 자식들을 돌봐야 하는 것이 "나이든 사람들"의 역할로 변해온 것이다.

개발도상국의 노령화는 아주 빠르게 진행될 것이다. 그러면서도 노령화를 준비할 경제적 자원은 제한되어 있다. 개발도상국은 "사회의 노령화 문제"가 국가의 부담에서 벗어나 도전과 기회로서 활기찬 장.노년층이 되도록 노력해야 될 것이다. 다시말해 이러한 도전은 각 "세대속의 노년"이 되도록 여건을 만들어 가는 것이다.

2년전에 스페인 마드리드에서 개최되었던 제2차 세계 노령화대회는 우리의 생각과 관념을 바꾸도록 해줬다. 세계 노령화대회는 지구의 노령화가 국제적인 현상이며 국제개발의 어젠다(Agenda)로서 인식되게 만든 것이다.

많은 추천사항 중에서 "마드리드 국제 행동 계획"은 각국 정부들에게 정책을 재고할 수 있는 기회와 아이디어를 주었고 이것을 계기로 각국은 노년에 대한 개발정책을 펴나가고 있다. 이런 길로 가야만이 온세계는 진정코 각세대가 융합하는 사회를 만들게 될 것이다.

MESSAGE ON THE INTERNATIONAL DAY OF OLDER PERSONS

The theme of this year's International Day of Older Persons -- “Older Persons in an Intergenerational Society”-- recognizes the important role that older persons play in their families, communities and societies. On this 10 th anniversary of the International Year of the Family, the theme also recognizes that the youth of today, who constitute the largest group of young people ever, will be the older persons of the year 2050. They will make up the largest group of older persons ever.

Yet in many places, both young and old remain excluded from meaningful participation in their societies, and the tremendous contribution they could make towards society's development is often ignored. Older persons suffer because of outdated stereotypes that depict them as frail and needing care. What is overlooked is that many older persons, far from receiving care, actually provide care for others ? as with grandparents who care for grandchildren while the parents go to work. In some places, especially in the developing world, what was a temporary arrangement has in many cases become permanent; the “middle generation” of parents is absent, having migrated in search of employment, or died as a result of HIV/AIDS or other diseases.

Populations in developing countries will age most rapidly in the coming century. Yet those countries have only limited economic resources with which to respond to the ageing of their societies. The challenge will be to ensure that those countries do not experience the ageing of their societies as a burden, but derive from it added value and opportunities for development through an actively engaged older population. In other words, the challenge will be helping those countries build an intergenerational society.

The Second World Assembly on Ageing, held in Madrid two years ago, marked a turning point in our thinking. The Assembly recognized ageing as a global phenomenon and supported its inclusion in the international development agenda. Among its many recommendations, the Madrid Plan of Action encouraged Governments to review policies to ensure generational equity, and to promote the idea of mutual support and solidarity between generations as key elements of social development. Only in this way can we hope to build a truly intergenerational society. On this International Day, let us rededicate ourselves to that mission.
